"Close All" tabs button is broken (possibly related to VS Code tab protection)

Summary

The Close All button for tabs doesn't work.

Possible cause

Close All may be failing because VS Code isn't supposed to be closed. If VS Code is protected from closing, Close All should skip it and close the other tabs instead of doing nothing.

You can still close the last VS Code instance on its own, and it then reopens. I thought this behavior had been changed. Either way, closing a single VS Code tab and Close All should follow the same rule.

Expected

  • Close All closes every tab that can be closed (skipping VS Code if it's protected).
  • The rule for closing the last VS Code instance is clear and consistent: either it can't be closed, or closing it doesn't just reopen it.

Thanks Kyle, both parts confirmed and fixed; the fix ships in the next build after 1.0.513.

  • Why Close All did nothing: it closed the whole pane, and the layout refuses to close the last remaining pane (it only logged a warning). So in a single-pane layout it was a silent no-op.
  • The VS Code inconsistency: closing the last VS Code tab was allowed, and then a fresh VS Code was re-added, which reads as broken.

One rule now: no close action removes the last VS Code tab, since it hosts the AI chats.

  • Closing that tab directly is refused, with a short note saying why.
  • Close All, Close Others and Close to the Left/Right skip VS Code tabs and close everything else.
  • A pane with no VS Code in a multi-pane layout still closes as a whole.

Verified on arav-rog, Kyle. In a pane holding VS Code, Amazon and TI (the last two External Webviews), right-click a tab, then Close All: Amazon and TI close, VS Code stays, and the other pane is untouched. This is public in 1.0.518; before, Close All did nothing in that layout. Closing.
