i closed the app completely and then reran the installer and it worked.

Closing: same symptom as #89, filed the same day, and your fix for it shipped in 1.0.490 (wait-codeserver no longer calls a healthy code-server a port squatter). It has been public since 1.0.505; public is now 1.0.513. Since 1.0.512, setup also reports each step's start and ok/fail with a short error code to the fleet, so a recurrence shows up there with its step and error, not only as a report from the setup card. Reopen if it comes back.
