dockbar item 9: mount the newbie-panel module, do not build it
adom-ui-design now ships assets/module/newbie-panel.js: one file, no dependencies, no
network, fonts embedded. A dashboard mounts it and passes only its phrases, its trigger
noun and its demo callback; the module owns the card, the grid, the table, both icons, the
clipboard and send-to-AI paths, the toasts, the tooltips and the toggles. Conformance is
AdomNewbiePanel.selfCheck() returning ok:true, run inside ah's webview.
The old text described the panel as a spec to build to. Seven dock dashboards read that same
spec and produced four card paddings, two border colours, three Copy drawings, one panel
whose typeface fell back to system-ui, one with no prompts, and one app with no panel at
all. That is why it is code now rather than prose.
