Fixes 3D models not appearing after a PCM install. PCM extracts footprints and 3D models into sibling trees under different parents, so the relative model path in 1.2.0 and 1.2.1 resolved to a directory that does not exist. The PCM package now uses ${KICAD_3RD_PARTY}/3dmodels//... A separate -manual.zip keeps the relative paths for adding the libraries by hand. No geometry change.

Sets the PCM distribution license to CC-BY-ND-4.0 so the feed validates against KiCad's schema, which has no proprietary option and rejects the entire repository on one invalid value. No geometry change from 1.2.0.
