Symbol: standard polarized capacitor plus the part's 3D outline drawn small beside it (OCCT outline from the bare STEP, part number as flat text at rot 270, where the etched STEP has it). Adds viewers/symbol.html (lbr-hover bus) and the chip-outline cache in artwork/ with a Chip outline README section.
