Rust port plan phase 0: seeds KiCad's six do_not_show_again nags, api.enable_server, update-check and eeschema prompt suppression at first-run config seeding (bridge-created files only, never a user's own settings); deletes dead launch_editor.ps1, unused handlers/foreground_guard.py and the legacy tour/ orchestrator.
