0.9.351: Rust port plan phase 0: seeds KiCad's six do_not_show_again nags, api.enable_server, update-check and eeschema prompt suppression at first-run config seeding (bridge-created files only, never a user's own settings); deletes dead launch_editor.ps1, unused handlers/foreground_guard.py and the legacy tour/ orchestrator. Plan and comparison sub-readmes published under docs/. Gate: ConfRoomROG 71 pass / 1 fail (known idle-box foreground grant on kicad_launch) / 15 skip; adom_library_heal verified live.
