This page is org-scoped — it's completely invisible to anyone who isn't an authenticated member of the Adom org. Non-members get a 404 on both direct access and listings.

## How org scoping works

- Pages with an `org_id` are only visible to members of that org
- The wiki verifies membership live against Carbon on every request
- Non-members see a 404 — the page doesn't exist for them
- Org membership is cached for 60 seconds to avoid hammering Carbon
