dock: apps.json is a list, nothing more
Every launch block is gone from the curated manifest. All 10 apps that had one
now publish their own dock.json, migrated verbatim, so behavior is unchanged
and ownership moved to the apps. pup is the one entry without a manifest yet
(tracked as adom/pup-bridge#66); its card opens its wiki page.
This restores the two-layer design that was inert: because an inline launch
always wins, and all 11 entries had one, no app's own manifest was ever read.
From here this file answers only which apps appear and in what order.
